You don't say what kind of frame it was but be aware of the ISO vs. JIS headset issue. If the fork is JIS then the ISO race will be too loose as it has a larger seat diameter.

Of course if it is the original then it should be a tighter fit due to the paint, as oldyellr said. If some material was removed and gap filling loctite isn't enough you can use a soda can shim to make it work.
