1. One tongue is a part of the rear triangle - when you flip the rear wheel under this tongue passes over and locks onto a tiny post that is part of the main frame. This prevents the rear wheel/triangle from becoming loose...err flopping around when folded.

2. The second tongue is attached to the bottom of the seat post assembly - near the bottom bracket where the seat post pivots. It is curved so that it slides behind the first tongue. When you raise the seat post to towards the unfolded position this second tongue slides and lifts the first tongue off the post - unlocking the rear triangle.

As stated above by Feijai, on the older version the 1st tongue has a slot to catch the tiny post. The new version is just a round hole. It is also shorter. The issue with the older version is that over time it bends or can get knocked out of it's optimum angle.
