That logic doesn't hold up to scrutiny. If someone was selling a 2008 Cervelo with Record components for $350 and it needed $175 worth of replacement parts it would be a screaming good deal.
A better way to look at it is, add the bike purchase price plus the cost of replacement components and compare that to a fully functioning used bike of the same level.
But I'm going to agree with johnny0, keep looking. Brifters may be only part of problem. Unless that bike is exactly your size and you've been jonesing for that model Trek in metallic green for years.
