Going on decals alone (the bike is too dark in the pictures to see it really well), my guess is 1981. If look under the bottom bracket, there should be a serial number stamped into the frame. If it starts with a J it is 1981 or very early 1982.
It is later than an 81 -- it has canti and not center pull brakes. As was stated earlier, 84/85 most likely. It looks just like the one I have.
