I'll put in a +1 for Pasela TGs and also mention Schwalbe Marathons (pricier, but supremely flat resistant)

Also another -1 for the Serfas. In fact, many of their products are subsubstandard IMO.

Edit: didn't see your question before posting. 1 x 1/4 is going to be a little wider than a 25mm tire (depending on manufacturer). But not much--probably comparable to 28mm or so. And like someone mentioned above, I would think twice before putting on a tire that was narrower than the rim width.
