There was a thread about this on the Road Cycling forum a few days back. While most times customs fees aren't charged, it often comes down to the particular customs officer that gets your package. Some people get charged, others might not, even for identical shipments. I haven't had customs fees charged on my PBK or Chain Reaction Cycles purchases yet.
