Lake, Sidi and Northwave all make winter cycling shoes. There's a fourth one too, but I can't remember the name. I own the Lakes. Toasty to about 15F with one pair of ordinary Sam's Club white socks, down to lower than 5F with two pair.

I second the recommendation of bib tights over regular shorts. I have two pair. I have a pair of Sugoi Windblock bib tights which are good to just below freezing, and a pair of Endura Thermolite Windtex bib tights which are too warm above freezing. In both cases, they run a bit small. I usually wear a medium and had to go with the large.
