http://www.bikesdirect.com/products/dawes/lt1000.htm This is about the lowest price for a new road bike, but you will need the mechanical savy to do a bit of assembly work and adjustment. The Park Tools website would give a lot of help in this area. On a hybrid bike "performance" would probably indicate no front suspension, which would save weight and ride easier, at the expense of less comfort over potholes. Accessories - floor pump to use at home, minipump to take with you, patch kit, spare tube, tire levers, saddle bag to keep these things on the bike, and water bottle with cage. Size - from middle of crank axle to top tube (centre or top) or to where top tube would meet seat tube if it were horizontal (they call this virtual size). Spend some time to find a helpful bike shop, because that can make the whole bike experience a lot more enjoyable.
