I've been using Vittoria Randonneur Cross and like them quite a bit. They're not too expensive, they have rolled over broken glass and various other crap and have not flatted, and they work well on dirt trails. I have yet to try them on gravel roads, but I would imagine they would handle it well. I use the 35c, but they're more like 32s...
