will a 28" tubular fit a 700 rim?

Like a moron I accidentally ordered some 28" tubulars from PBK not noticing they weren't 700s. Will they fit? After about 10mins of trying I'm inclined to say no... The strange thing is that 28" is longer than 700mm, so they must be measuring different things.

Who uses 28" wheels? Anyone need some cheap Continental Giro tubulars?
