Easy. Arrive before anyone else, and bring a Trail-A-Bike. Lock your bike parallel to the rack on one side, the Trail-A-Bike on the other. No one else will be able to lock to the rack. Cue complaints to management. If nothing else, you've taken your revenge out on the arses who manage that building.
