The problem sounds like a particular person or organization. Simply stop, use your camera phone to snap pictures of the chaos, and report it. Do it every time and keep all the images together and submit then entire bunch with each subsequent report.
I agree on the MUP hatred. For some reason I think folks see the initials MUP and feel compelled to say..stay off the MUPs blah, blah, blah. It's nothing more than a forum cliche at this point that gets a knee-jerk reaction every time.
Part of my commute is on a rail trail too and I get the dog walkers breaking the 6 foot leash rule too. I figure the more times they see me and have to move over the more they will get used to it. A lot of the middle of the trail obliviots are fairly new users.
