Starting from what you have in the pics, stick you steerer back up the headtube and that ring goes taper side down on the steerer tube all the way down to your headset, but UNDER that cap with the logo and patent number on it. It is hard to make it fit snug without pressure because of the tapers so it won't stay put unless the whole things is put together and the top cap/stem bolt is tightened.

Cane Creek's site should have a blow up of it, but almost all of their headsets have that ring, though their nicer ones are metal, probably alum.
