I once bought a used MTB frame to build for my niece. It had the same problem. I am fortunate in that I have an electric impact wrench. I used a 32mm socket to turn the BB tool. The impact wrench even strained to loosen that thing, it was stuck dang good. But I did manage to remove it. Ruined my good Park BB tool in the process :-(

You probably don't want to invest in an impact wrench unless you have other uses for it. I would try a cheater bar first and maybe a good hammer on that. But it is a workable option.
