Have you considered a WSD Bike? (Woman Specific Design) The main difference is that a WSD bike has a shorter top tube than a "mens" bike. The idea is to fit a typical woman's relatively longer legs and shorter torso/arms. As you've been looking at the brand, Kona does make WSD bikes.

However, because you've been having stand over concerns on a bike where you can reach the handle bars, maybe a WSD isn't for you. WSD would make this problem even worse.
