Along with the other questions posed, I'd avoid this because there's just the one picture. You don't have a good idea of the condition, don't know whether the bottom bracket threads are in good condition, etc. For a first road bike build, it's better to get a frame you know more about. Plus, the seller only has a couple transactions. Not saying he's a rip off artist, but you should have no problem finding another frame with a better description from a seller with an established history.
