www.proteusbicycles.com, in College Park. They have a funky lawn-mower bike on display and carry Kona bikes, among others. I'd agree the staff there is very friendly and helpful. I bought my Jamis Commuter there last year.
My favorite riding in the area is around the Beltsville Agricultural Research Center. You don't get much open farmland this close to the D.C. Beltway.
