Why cant I get this Rival FD perfect?

Been trying to adjust my girlfriends 07 Rival FD for the past month and just cant get it right.

Mongoose Bosberg bike, 09 Rival crankset (compact)

When I adjust the outer throw just so it doesnt rub in the big ring, it wont smoothly shift up from small to big rings.... you have to be at least halfway through the cassette for the front derailleur to even get the chain up on the big ring.

However, if I try to loosen up that outer throw just a little bit, shifting from small to big works fine.... but then it will start throwing the chain right off the big ring.

I thought maybe it was cable tension, but increasing the tension didnt seem to help any with the shifting (from small up to big chainrings).... I didnt change the cables, but they dont seem kinked or gunked up.

Am I just destined to hear her tell me I need to work on it again until I can buy her some duraace? (never a shifting problem)
