a couple of 1988 specialized rockhopper questions

I just picked up a Specialized Rockhopper at a yard sale for $6 and being new to mountain bikes i have a few questions.First off is this frame to small for me? im 6foot1 and the frame measures 20 1/2 inches from the center of the bottom bracket to the top of the seat post.If so what can i do to give it some height?would swapping out the 26 inch rims with 27 inch rims be a good idea or even possible for that matter?is this a solid frame to build on?i primarily ride a road bike but could add random parts and pieces to it here and there.thanks in advance
