I go to the GoodWill every other Saturday because that's half off day. This is my first find besides a 12" fixie for my two year old. What do y'all think? That looks like an entry level Sekai. The frame is likely straight gauge high-carbon steel; nothing special but plenty sturdy. Maxy crank -- so-so. Looks like SunTour drivetrain otherwise; perhaps VGT-Luxe rear derailleur and Compe-V front, with ratcheted "power shifters" on the downtube. Good stuff -- well worth hanging on to. Dia-Compe cenerpull brakes, copies of the venerable Weinmann centerpull, made under license in Japan. Probably Suzue high flange hubs; very fashionable these days.
For $17 it's well worth it.
