yes , move the shifter.you do need to move the pedals (like riding the bike) so the chain can move from one chainring to another.if the chain want to move but doesn't use the adjustment barrels on the down tube until it does.make sure when you start this , the shifter is in the first click. and the cable is taut at the anchor.pull with a pair of pliers.but doesn't move the dérailleur,if you do then it to tight and back off .
