No, it is probably very true. There are very few purveyors of billboards, they rent them to whoever coughs uip the $$$. The signage is generally applied by contractors. Are you stretching a bit here to create an argument?

Not really possible. It is highly unlikely that the billboards are owned individuals. Most likely corporations, they are legal entities. A little hard to get to know.
