There are a few of the kind of climbs that you suggest for option 2 here in the bay area, here's Garmin data for Sierra Rd, ~3miles of 9-10% average gradient. I probably prefer longer slightly shallower climbs, but something about the steep climbs is tough to resist. I don't always want to ride them twice though.
