Ah no, frame and fork are DEFINITELY BENT and that is probably why it was headed for the trash. Grab a straight edge and put it under the top tube. I bet it doesn't sit flush against the frame. From the third pic it looks like the top tube has a slight bend from whatever caused the fork to look like that. Personally I would strip all of the parts of and then trash the frame/fork
