Always round UP, that's my advice... As for riding this time of year, if you really want to do it, what's wrong with mornings? You get used to the early rising, and at least around here, it's generally quiet until 6 or 6:30 (maybe not the case in NYC, I imagine). I'd rather go at, say, 7 p.m., but one adapts.
