Couple of ways, you could use small carriage bolts. But a bucked rivet is pretty easy to do, you basically put an anvil against one end and smack the other with a hammer. If it is done in a factory setting they will either use some type of press or possibly an air hammer.

As soon as I can see one and get some pictures of the underside I will know how I would go about making one. I have a bunch of aircraft type rivets and tools...I own a couple of vintage Airstreams and my wife's uncle does vintage aircraft.
