Yea.. those folks make me nuts too. I've had oldsters stop in the middle of a road I was going to cross after they'd passed... now I'm thinking "Are you stopping for me or did you forget where you're going and you're going to start up while right in front of you". Or "You're gonna get rear-ended woman!"
Drivers need to be predictable.
