Two Questions:

1. Can you do a tuneup?
2. Can you stress the wheels so they remain true?

A tuneup is not just putting the peddals on the cranks. I purchased a new bike from Ebay still in the box. Between the time I spent putting it all together, I could have afforded to buy new! I eventually sent it to an LBS for the wheels because you do not want to ride a new set of wheels that come right out of a big box.
