I'm cheap too. I got these at the last REI sale. They have wind protection on the front and are breathable on the back. They have zippered legs and I wore them over shorts. They are also a little on the loose side, so I can put leg warms on too. I wore them one day last week in sunny CA and I was plenty warm, but then it wasn't really cold, it was about 60. I was very warm.
