Plus, this is a Metropark Ranger--they keep busy cleaning up after dead dear and fallen branches. I'm guessing he didn't see it, or if he did, deemed it not flagrant/dangerous enough to warrant pulling the driver over, which is too bad.

After spending yesterday watching and playing sports, it's clear to me that determining when an infraction has taken place and whether to penalize someone for it is not an exact science.
