Good for them for wanting to get out and ride on a bike path. Tricycles are great for that and they are pretty good for shopping and carrying stuff. Perhaps you can keep us updated on what you get and how it turns out. That could help others.

Wow... Bravo... This looks like a job for a professional functional assessment. I have met many, many, 80+ year olds stronger than I am and able to do twice as much work on the ranch. But then again I have a few that could not be trusted to drive a wheel chair much less a bicycle.
A professional functional assessment would be able to identify those skills that are limited by his frailty. You can then compensate for those limitations. I have seen many 80+ yr frail geriatrics with excellent eye hand coordination, proprioception, and reaction time. Truly an e-bike could be the answer.

Catrike makes a model that has a bit higher seat height and might be a possibility. I was thinking it was called the Trail model, but might be worth looking at their current offering. The wife and I owned and enjoyed some of the Road models. I have to admit that when/if I decide to go with a tadpole trike again I will be looking for a model with the rear shock. Root heave is a bit rough on the back on the rigid models.

It is the Catrike Villager https://www.catrike.com/villager. It weigh about half what the "adult trike" shown in an earlier post weighs. Like all quality recumbent trikes, it is not cheap at MSRP $2,750 which is pretty expensive for just tooling around a few miles a day on. It is far more stable than a typical adult trike. You can occasionally find them used but still not anywhere near the price for the cheap model.

I'm 72 and ride a Trident Spike. The seat can be set pretty high (I've actually lowered it now that I"m used to riding the trike) so it's up there like the Catrike Villager. I had an e-assist installed as I have MG and sometimes my muscles tell me to eff off, lol. It folds in half if you take off the seat, so I don't feel like i would be permanently stranded if something went wrong (flats are easy to fix, just swap the tube) and the rider didn't/couldn't fix it - folded it fits in a hatchback or van easily for a ride home or to a shop. For shopping, i just attach my Burley Travoy. I choose to be car free so this guy does it all for errands and exercise. It's a lot more fun than the standard upright trikes imo - almost like a go-kart to ride =).

80 here. Ride a Greenspeed Magnum.
Seat has 5 settings up or down. Back can adjust to any position needed.
Added The Light Bar to be at the Level of Truck Drivers Eyes.
