I'm not sure what a sharrow is. Someone around were I live painted Bikes Lame in all the bike lanes. Those people must have had a lot of free time and a good amount of hate for cyclists.

I'm all for improved cycling infrastructure, but what you propose is quite illegal unless you are doing it on private property with permission. On a public street all you will accomplish is making people angry and hurting legitimate bicycle advocacy. It would be far better to draft an intelligent proposal, circulate a petition, and present it to the appropriate governing body along with a civil and intelligent argument for sharrows or bike lanes where needed.

Privately creating a sharrow on a public road is illegal. Because, It is the responsibility of the city/county/state government's DOT. Why pay the out-of-pocket expense to make a sharrow. When materials needed for, and creation of, sharrow. Should be paid for by the DOT anyway.

Sharrows aren't too difficult to do DIY style. I'd argue that it does actually get the ball rolling in some situations. Here in the LA area, one of the most sore spots for the city is balking at doing anything on Figueroa Street. Riders have done a far amount of DIY stuff there in the area and really get motivated (rightfully so) after rider is killed by a drunk and dragged 500ft.

Why would I paint a sharrow on my own initiative? Even assuming I could find my initiative, and that it was paintable, what medium would I use?

I'd rather paint stop signs in some places. An put up a "Bike Crossing" sign modeled on Railroad Crossings, complete with flashing lights that I can activate in the morning.
