Gee, they even have an example of the scenario right in their driver handbook:

In situations when you have to deal with two or more unavoidable dangers at

bicycle to your right. The child is most likely to make a sudden move, so give
the child more room. This may mean moving closer to the oncoming vehicles.
If the dangers are equally hazardous, such as oncoming vehicles and parked
vehicles, you should stop and allow the oncoming vehicles to pass safely before proceeding.
Sadly, it's my understanding that the police failed to conduct any sort of sobriety test in the field.

I contacted someone at the local Raleigh paper about Mike, and this is what he replied.

This is the last one I saw, dated March 3:

"Mike has graduated from the ICU with honors. He is now a regular floor patient in 5B 16 at Wake Med. If you sent a letter to the ICU don't worry. It will be forwarded. He has all tubes out and is eating and holding a cup. He wants to leave the hospital and doesn't quite grasp how he landed there. Kelly and Daniel appreciate all the love, support and well wishes sent their way but ask that visitation still be limited as Mike begins initial rehab. He is working with PT and sitting up. Hopefully walking is next. You can do this Mike!"

The purpose of the helmet is to reduce the G-Force that the head is exposed to. And, thus, it does prevent or reduce brain damage with head impact.

Obviously it doesn't help with other body trauma.,

Update

Donnie Marie Williams was convicted (finally after 2 years!) on 5/29/2018 of Assault with Deadly Weapon resulting in Serious Injury (Class E felony). She was sentenced to 5 years of supervised probation.

Yes, this is where I got the info. Only in the very outrageous (or those involving drama, celebrities, or politicians) cases does the news media publish any followup. I generally keep a running list of offenses originally published in the news and follow up through the court records.
