I don't see anything wrong or offensive with that HB543 that you linked. It simply says that the HWY department must consider multiuse safety as part of their planning process. Actually, I would hope that is already being done.

As far as the Iowa bill... that is downright scary. But, I think it would be quickly thrown out by the courts if passed. Political affiliation should be none of the business of the employers. If I was a tenure professor in Iowa, I don't think I would provide the employer my political party affiliation.

What if they determine the colleges are 90% Democrat, and 10% Republican? Does that mean that they will only hire Republicans from now until the cows come home? Even if there are some well qualified Democrats?
