I don't see the big deal with lowering the BAC to 0.05%. Commercial drivers have had a limit of 0.04% BAC for years. If a cop notices a driver behaving like a drunk, s/he'll pull the driver over. Odds are, the noticeable drunk driver is going to be over 0.08% anyway, so the net effect on prosecutions will likely be negligible. However, there may well be fewer people trying to drink to stay just under the new lower limit, which may well reduce the number of drunks on the road or at least reduce their intoxication.
