Getting Image of a License Plate

What is the cheapest and easiest way to get a high resolution image of a passing vehicle's plate? A Go Pro seems a bit much, I'm really not up on technology. I am most interested in reporting the drivers who "roll coal". Thanks in advance.

You can get cameras other than GoPro that does a fine job at half the price. This is the one I have:

I have the GoPro Hero4 Silver. It has great resolution. But the first problem I had with all the helmet-mounted videos, when I was originally looking for a camera. Was that I would get dizzy from the camera constantly moving,, in the video. So I got a Chest-Mount Strap. So, I don't have to worry about focusing my face straight at the license plate.

But focus, and resolution will be the problem with any camera.
