It is, but its a police call. Having a dog jump around in the driver's seat can and has caused accidents. I've seen people with the dog on the steering wheel as if he's driving.

No guarantee, but I always try to make eye contact with drivers in any questionable situation. And I usually defer to the driver just in case.

The OP seeing the car. Doesn't automatically mean, the driver could see past the dog.

Two side mirrors and a rearview. Does everyone need a camera and TV in the dash and how can you tell what they actually see?

There are long dead auto engineers who figured it out 80 years ago.
