The cartoon recapitulates some actual history.
Having the steering column impale the driver in a crash used to be a common cause of death
From (it looks like) 1968 something to prevent that has been required, typically a steering column which can collapse as the front of the car crumples to absorb crash energy.

One of the factors (possibly) contributing to more dangerous driving is the lack of meaningful consequences.
Insurance with unreasonably low deductibles and no co-pays, means little or no consequences for almost all accidents, including those resulting in serious injuries or death.
The only option for severe penalties would be through criminal charges, but those are limited to cases like DWI, or provable gross negligence.
States even go out of their to keep the worst, non criminal, drivers on the road through caps on rates. Those caps guarantee that terrible drivers underpay for their insurance, and get to stay on the road with others picking up the tab.

I was very disappointed when all those mad mothers that had gotten drunk driving laws and enforcement more front and center in everyone's mind decided they didn't want to include distracted driving in their advocacy.

I thought it was the high oversteer/rollover issue.
BTW - Collapsible steering columns weren't common until a few years later.
