Depends on the state I suppose, FL doesn't. The only difference between a paved shoulder and a bike lane in this state is the bike lane will be marked to indicate it is such with stenciling and signage. A paved shoulder isn't marked.
Both are to the right of the single white line indicating the edge of the legally defined roadway.
Neither is required to be used by cyclists.

ok, so I took some photos of the road/bike lane I'm talking about today. It's on Grand Blvd in Deer Park, NY: https://maps.google.com/maps/mpl?modu...,0.022788&z=16
Here is the indication that this is clearly a bike lane...or maybe chef's only? It's a very odd road marking for sure:
And here is just one short section. The Bike Route sign is right there! You can see 4 cars just on this few hundred feet alone:
Also notice that while the bike lane is plenty wide, you're solidly within the Door Zone if you try to stay in it.

Either way, I wouldn't try too hard to stay in that 'lane' even if it was a bike lane when passing those cars. At least the traffic looks pretty light in those snaps.
Edit: looking again at that intersection via sattelite, I can see why you find it confusing. On the eastbound side, there's a bikelane symbol just after the insersection, but it's the last one you see on that road for a long way. I'd say the bikelane ends but it's not clearly signed as such.

Though it's way too late in game, my suggestion is that the OP contact local officials to learn the nature of the route/lane/row. If, in fact, cars are parked contrary to law or ordinance, the OP could point that out to law enforcement. Often the appropriate action turns out to be simple, direct and uninteresting.
