Headlights, day-glo clothing, lane position, flashers, big neon sign, all that stuff. I would say it's a good idea to use all this up to a point. That point is when you actually begin to feel warm and fuzzy and confident that drivers won't be able to overlook you. At that point the hi-vis is doing you more harm than good, imo.

Bike ≠ Car ≠ Ped.
I guess I can't imagine that anyone would actually feel that confident. That's why I never assume that anyone sees me, nor do I ever "argue my position" in a way that would put me in danger of an ignoramus or rager.

Being on hte wrong side of the pond for you I'll only give a few general points.
Keep your eyes and ears open.
Avoid streets where you feel markedly uncomfortable.
The best advice is frm local cyclsist. But even there use your brain, even some locals are fools.
Consider the time of day. Near me there are some streets that are nice fun rides, except rush hour where they feel like shooting galleries. And yes I'm the duck.
Oh and you will find streets that are no fun and perhaps even terrifying today are Ok a year from now.
