I tell ya, though. Giving the bikes away is a mistake. Even if they charged $5.00 for them, it would be better. People don't take care of things they get for free.

I work at Shippensburg University in Central PA. Over the last 6 years or so, the admin has been slowly tearing up all the parking lots in the core of the campus, with the goal of only having a small number of huge lots on the perimeter of campus. The impact will be that students/faculty/staff will be able to drive TO campus, but will not really be able to drive ON campus. This is a relatively small school (@7000 students) and the campus is really not very big in area. There is no reason why anyone would have trouble walking from one end to another in 10-15 minutes.
Piece of cake right? Well, the students are up in arms. They are not at all happy to have to use their legs. In separate moves, the admin has been trying to increase enrollments with only a smattering of success. I have heard at least one admissions person grumble that some students who would have otherwise come have bolted when they learned they could not practically use their car.
Habits are hard to break.

UC Davis has the right idea. Cars are relegated to the perimieter of campus. Bikes can go just about anywhere. You can bike practically up to the door of the classroom. But you must park your car a 10-15 minutes away by foot.
Simply stated, if any two people who live any place within the city limits of Davis leave from the same point and have as their destination the same classroom on campus, I will guarantee that the person who rides a bike will be there first and get the better seat.
