Why is everyone so outraged over this? The driver ran a red light. The fact that he is a lawmaker is irrelevant. The fact that he was involved in a collision; be it with a cyclist, a pedestrian, or another car, is also irrelevant to the offense. The offense is that he was in disregard of a traffic signal.

If the accident investigation had shown that there were factors beyond carelessness, such as excessive speed, alcohol or drug involvement, or an intentional act on the part of the driver, then other, more severe charges would have been lodged. This does not appear to be the case. He was charged with the offense he committed; disregard of a traffic signal.

Any police officer will tell you that this is the typical outcome of the vast majority of traffic accidents.

The victim has the option of filing a civil suit to recover compensatory and punitive damages. This is independent of the traffic offense.

Think of it this way; if you were driving your car and for an instant became distracted or inattentive and violated a traffic law that resulted in an accident what sort of penalty would you expect?

Well I don't know about other parts of the world, if your caught on camera in Chicago, it is $100. Also There are usually minumum and maximum fines for offenses. I think $88 sounds way low, sounds to me like another rip off judge got some cash, or did a favor.
I've been in a similar accident...Hit a cyclest making a left turn through a red, I made a left into her, I saw her soon enough, we impacted as I stop, so maybe 5 mph She was fine and the bike wasn't badly damaged, I ended up with a ticket for improper lane usage (her word against mine, and the cop said she was a pedestrian, I knew I was screwed) It was years ago, I dont remember the fine, but I do know it was over $100.
So to answer your last question, if I just blow a red light, the minumum, if I blow a red light and damage someones stuff, and/or hurt them, the maximum.
