Honestly sounds like it has been written by a high school student who just started to learn how to write essays properly.

Or not properly.
Or accurately. The law clearly states in my state, that, when entering the roadway, a vehicle must stop before, not across the sidewalk. For exactly this reason. And for the reason of not running over a pedestrian, so that an idiot like this guy can go racing out into the road.
Stop like a gentleman before the crosswalk, look left and right to see if the sidewalk is clear, allow any pedestrians or bicycles to pass, then cautiously pull out when it is clear to do so, again looking left and right.
So what we have here is an idiot who can get a job at a newspaper writing, but doesn't know how to drive, or obey the law.
The idiot mentions tickets. Hah. What a perverted clown.
