There used to be bicycle mail delivery where I live many years ago, which makes a bit more sense than bicycle delivery of huge packages. How many boxes could the driver get in his cart? 3-7 maybe?

I see almost no downside to this approach for this Texas community. However, where it's not flat, or blessed with Kamikaze drivers, thieves etc. (like NYC, or San Francisco) I don't see this working particularly well unless they can utilize something like a Cushman-type vehicle.
