It's sadder than the one in NYC.

My wife had an old U-lock fail. It wouldn't unlock with the key. While we were waiting for a locksmith to come cut it off, a passerby offered to go get his car jack to force it off. Since the three of us were amateur bike thieves, it took us over half and hour to free the bike. Twenty or thirty people walked by and looked at what we were doing; no one called the cops or questioned us. Actually, one woman did question us. Our story satisfied her and she proceeded to lock her bike up next to my wife's with a U-lock. This took place in a city that is notorious for bike theft. In fact, I have met numerous people riding along the Pacific coast who have been victimized in Eugene. Sad. Maybe we were too attractive?
