No, the minimum range is of impact energies from 0-100J against flat surfaces, from 0-65J against a more pointed hemispherical surface, and from 0-58J for a more pointed "curb " or edge surface. Every value in between is covered by those impact loads. Within those impact energies, a head or brain will receive(or create) less than 300G of acceleration.

Well, no, actually it's because so many lawmakers think like you do - the "I'm right and anyone who disagrees with me is too stupid to be allowed to make his own choices" paradigm discussed earlier - so reasonable people understand we have to be cautious about allowing ourselves to be told what to do even when the particular topic seems innocuous.

Thus, libertarians miss the fact that they aren't thinking for themselves just by trying to be who they think they are, but really aren't. You are what you despise, and only in denial of it by the mere fact that you want everything on your terms and forget that you got those terms from others. Those others have power over you because you are already using their terms to perceive your world, and now you want to rebel against their ideas as if you understand them, when you clearly are just interested in rebelling and not understanding.
