I believe the range here is 0 to 100J flat, 0 to 65J hemispherical, 0 to 58J curb...

No, the minimum range is of impact energies from 0-100J against flat surfaces, from 0-65J against a more pointed hemispherical surface, and from 0-58J for a more pointed "curb " or edge surface. Every value in between is covered by those impact loads. Within those impact energies, a head or brain will receive(or create) less than 300G of acceleration.

I recall there were referendums, but it was a long time ago. The whole social cost theory behind these laws is an economic fraud. Literally no part of it holds up well under scrutiny.

I agree with you, and raise the taxes on everyone and cost of health insurance so everyone can pay for the idiots that don't wear helmets...wait, we're already doing that...nevermind.

You wouldn't know how to think clearly enough to see it coming. Thus, libertarians miss the fact that they aren't thinking for themselves just by trying to be who they think they are, but really aren't. You are what you despise, and only in denial of it by the mere fact that you want everything on your terms and forget that you got those terms from others. Those others have power over you because you are already using their terms to perceive your world, and now you want to rebel against their ideas as if you understand them, when you clearly are just interested in rebelling and not understanding.
