That shot is of the famous Ridge Ave Manayunk Mural . While the rider is on the wrong side of the road, the complete lack of traffic (Ridge is a popular street) says to me it is one of the times when the road is blocked off for the Bike Race. That may not be one of the racers or simply someone taking advantage of the road closure when the race is completed.
