Judging by the types of footwear, I'm gonna say it's a hybrid...

On one of the Velocar threads, they had a picture of a Finnish bike used shortly after WW II when rubber tires weren't available. The guy had attached 36 short wood blocks to the wheel, each block curved on the outside. I suspect a rough ride. Maybe he used softwoods, though.
