I have a similar one. It's called a skate bike. Skate board front wheels. I bought mine at a garage sale for $5, but it's a lower end or maybe just less modified, just one gear, coaster brake, and no bike rack.
You steer by leaning in the direction you want to go. I replace the skate truck with a better one that I found in the street (yup just a truck and a bit of plywood stuck to it) because the old one's steering was too loose, and the bike would just tip when I leaned (rubber was dry rotted). Now it's rideable.
