Took me a minute to figure it out. The front person doesn't pedal. There's no front "fork" in the normal sense, the whole front end of the thing swivels to steer. Looks like the rear person would have to exert some major forces upon the shoulders of the front person to keep things aligned. And the front person's only steering effort would come from pushing on the footpegs- can't tell if those swivel with him or are affixed to the middle swing section.
